What are tips for recording a TV with a digital camera?

I want to record game footage from my TV has some tips for better imagery and thus get theres no black lines. I know about getting lower shutter speeds so please just help!

TV refreshes at 30 frames per second. If shorter shutter than 1 / 30, you catch screen refreshing (ie 1 / 60, 1 / 125, a flash shot, etc) and get the black line. So, you need a speed of 1 / 15 to 1 / 30 used. You also need a tripod. However, a digital camera is a poor way to record a TV screen, because the resolution of the camera is so high and the TV is so bad. You would be better served by: 1) recording of the video, ideally through a hard drive to the HQ setting (on DVD quality) and then 2) do frame grabs from the recording. Alternatively, even a VCR and do frame grabs off that would be better than pictures or digital camera. Final option: get a TV tuner card, which should come with software to incorporate. Note the game on your computer and do frame grabs from that. If the game is broadcast in HDTV, record more than standard definition television, as you get more data to work.
