Good cost-effective surveillance of the house? I suspect my neighbor trespassing when I'm out!

I get very suspicious of my next-door neighbor activities when I am not at home. First of all, I used a former neighbor who had illegal transactions and my family and I gave a hell of a time several years ago. My Other next-door neighbor used to associate with this illegal treatment neighbor before they moved ... and ever since I've reported on the barbaric attitude of the ex-neighbor at the police, the other neighbor has stopped talking with me and my family, and I suspect that they belong to something ... for I was told by another enighbor live opposite me that the current neighbor has climbed in my home garden plants and gardening tools to steal.
